I’m using this on Pela and notice it doesn’t seem to proc when her ult debuff is active.
Is this bad luck or do def debuffs not stack?

Gotta stack that Effect Hit Rate, 60% base means you’ll need to have over 110% EHR for it to hit most of the time. (or just have higher refinements)
Gacha luck says no.
But I’ll give Pela more ehr when I fully build her (Got Sampo, Kafka and Trailblazer to do first)
