  1. I like what they are going for with her. That while she is a debuffer at heart like pela and jiaoqiu, unlike them, she actually has personal damage. That being said though, she’s looking rough to build, especially without LC. I personally hate EHR (and by extension effect res) as a stat in this game because for some reason, these enemies nowadays have a LOT of debuff resistance. I’m mentioning this because her LC is all about debuffing, and its going to feel really bad if you miss a proc because some boss has like 50%+ resistance. You could of course run EHR Chest piece to ensure this doesn’t happen instead of praying to da wei, but then you’re really hurting her damage, which is her main advantage over other nihility units. Maybe i’m overestimating, but i feel like the 120% chance is not enough to be consistent. She’s similar to xueyi, which is not a good thing at all, despite how good xueyi can be at high investment. That being said, i’ve seen some people saying she’s worthless. Thats kinda crazy lol. First impressions are okay, but Lets keep in mind that its V1, and honestly, she really just needs some tweaks. She has insane Potential.

    Another thing is that she has no idea who she wants to work with the best. To be fair, not every support/sub carry HAS to be best-in-slot in a team to justify pulling, but the reason its such a concern for her is that the competition is STIFF. That’s why they tried to give her a bit of everything (jiaoqiu’s debuffing, hunt squad’s follow up, ult spam) that current units have, but she’s stretched too thin imo. Especially with a LOT of her power (particularly with Feixiao) being locked behind early eidolons.

    I personally am likely to pull her despite all this though (don’t have topaz. been using moze with an E2 Fei since release LOL and i wanna change things up) and i think she’s going to be fun. Here are Some quick changes i think would be good since this comment is mad long and i gotta get back to work lol

    Wealth Bond – every time it gets 45 points (its like a tally), Cipher launches her follow up. This would be a perfect medium and take pressure off pulling her E1, and make her feel better overall for both teams, while also helping to stack higher consistently and make her ult hit harder more often.

    Trace should give CRIT DMG as well. Also chop some top off of the cap. Like maybe 155 spd instead of 170? Her stats are already spread thin, Especially without LC.

    Also if anyone thinks i’m underestimating her, please let me know. This unit is very interesting to me and i’d be happy to hear some things i might have missed.

    • 120% base chance means you need 39% to have a guaranteed debuff on the highest EffRes possible on enemies. I dont think you absolutely need to be at 100% chance, but with some random substats on some pieces you’ll prolly get to ~20% comfortably, which gives you an 86.4% chance to hit the LC debuff on them. LC might also be later changed into a per hit roll like Kafka’s and then it would be even easier to hit

  2. Even if I grab E2S1 Cipher ? I currently have E1S1 JaoQiu but I don’t really like the character overall.

    If I could slot him out for Cipher I’d do it even more if there are no massive upgrade.

    As long as it’s not a downgrade lol…

  3. Character confirms Hoyo has all V1-V7 betas already done before pbt even begins

    Her ult and follow ups ignore weakness regardless of toughness, despite not being stated, alongside pre beta nerfs it’s obvious. Beta is mass marketing campaign, with buffs near the end for hype generation.

    Her performance is interesting. I think she’s worthless for most people on release

    To put it bluntly, most teams don’t want her. She isn’t a significant upgrade in Feixiao teams, JQ is stronger for Acheron, Castorice and Break have too strict of teamcomps to slot her. You’ll find it hard to find many teams where Cipher is the engine that makes a team function. Which is quite sad because

    Her kit is REALLY POTENT. Most of her value will come from sustainless clears and 0 cycling. She’s a really good 4th slot in a lot of teams. She is Pela pro max, and we all know how versatile that unit was.

    • cipher is a pela replacement, not a jiaoqiu replacement
      cipher is much better than pela for acheron, as long as you have a debuffing LC
      cipher + jiaoqiu + acheron will be her premium team for e0 and e1

      also, she can replace rmc for characters that don’t need rmc’s cdmg and aa as much

  5. She really wants speed, so what would be the best relics for her?

    I’m thinking 2-piece messenger and 2-piece sacerdos’ for a 12% speed increase plus either forge planar set to give an extra 6% speed or the firmament to increase damage from high speed if I can get the 170 speed she needs.

      feet is 25 (+base=131)
      each 6% is worth 6.36 speed, 18% = 19 speed (150 with feet)
      20 speed on subs is not that hard to get, even more so considering shes atq>fua scaling

      i dont think its worth dropping at least one 4piecebonus for a 6% 2set, unless both pieces godly and it’d take you that 170

  6. Lemme get this straight, she’s an attack scaling Quantum subdps that wants to skill regularly but is fine using basic in a pinch. She also records the damage dealt to enemies, therefore caring about how much damage her main dps of choice is outputting?

  8. What if she could be a Tribbie replacement for Anaxa + The Herta? Anaxa gives +50% DMG, The Herta gives +80% CDMG, and Cipher shreds 54% DEF (w/LC) and deals massive True DMG. Triple DPS meta?

      • Someone should do the calcs, bc -54% DEF gives her Pela’s damage amp, and the True DMG buff gives her RMC’s damage amp. And on top of that, she can deal damage.

    • also she don’t replace topaz in fart team as topaz increase Feixiao by like 560k then 300k with cipher who will only do that much and it will take her like a long time to build enough stacks to do it
