Topaz is a 5* from 1.4 who will cost an average of ~110 pulls and you can’t get Feixiao while pulling her
Moze is a 4* who is sufficient at E2, its hard to determine average pulls for a 4* but he’s rate-up on Feixiao’s banner so obtaining his E2 is very likely if you want her
but the voice in my head told me there will be a super 4 star coming in 3.0 called MozartProMax, and there is a possibility he will be included in a Topaz rerun banner so you can technically say the same to Topaz simp wanters

Hunt March will be e6 for free. How many eidolons does Moze need to be better than Hunt March e6?
In terms of the team’s overall damage, he is even better than E0S0 Topaz, however you will have to tolerate the inflexibility.
Damage: Moze > E0S0 Topaz > March
Flexibility: March > E0S0 Topaz > Moze
Feixiao may 0-cycle with any of the above.

March inherits the type of her shifu, is SP positive after the first turn and can target any enemy she wants
Topaz’s mark is shifted when the current target dies, so she’s never lacking a target and she can be either SP positive or SP neutral, and she wants fire weak enemies. More restrictive than March
Moze is strictly SP neutral, again uses an unrelated weakness, can’t take turns most of the time and if his target dies I’m not sure whether the mark is transferred or he just leaves the departed state
