If Saber will have no English Combat Voice for attacks, and abilities in game by the time of her release, I do not even have to think about skipping her or not.
I have no reason to get a product for Full Price, that is not complete.

(This is one of the reason I do not buy many games, because they make you pay full price, but the game is absolutely incomplete.

You do realize Hoyoverse is an Asian company right? specifically Chinese, then this Collab is of a Japanese anime released in Japanese, so other voice lines are essentially DLC for the game, Final Fantasy is ALSO a Japanese game, so this “complaint” doesn’t even make sense, which boils down to you’re upset an Asian company/game is releasing/being released in their native language. o_0

The FF7 remake was intended to be a three-part project so that they could add more detail and depth to the original game’s narrative. Controversial, but Square Enix said so. Comparing that to the hypothesis of Saber having no EN voice lines is false equivalence. It’s like comparing a full course meal you knew would come in three parts to a snack that’s missing a garnish.
What defines completeness is merely subjective, especially in gacha games. Most gachas that I know/play don’t even have EN voicelines, suggesting that they’re either prioritising native audiences or keeping localisation lightweight. That doesn’t mean that the character is incomplete or unusable – it’s at a low priority.
If voice lines are essential to your enjoyment assuming you play in the EN dub, it’s valid to skip. I’ve heard EN dub has been under controversy due to recent circumstances that I don’t want to delve deeper into, but I can tolerate a silent Dan Heng.
