Key points between Cosmos and Breakfast:
– Cosmos will be active sooner rather than later, and it maintains that advantage as long as there are enemies with the same Elem weakness, or the fight doesn’t devolve to a solo boss.
– Breakfast takes time to ramp up since it specifically requires the wearer to get kills. Depending on the content and team comp, this can be easy to achieve or you may not get the chance to max out the buff.

Just compared using my sheets for Himeko (no fight sim, just simple calcs), but it’s a slight improvement over Breakfast LC. Of course, your mileage may vary depending on your actual stat distributions and team buffs. I didn’t include any outside buffs in the calc.
Gear – FUA set, Salsotto
Main stats – CRate, Atk. Fire, Atk
Sub stats – 4x Atk%, 6x CRate, 15x CDmg (it’s optimistic admittedly, my actual gears have lesser CDmg subs than this)
* For the FUA set, I used the weighted avg of 36.8% for her FUA vs 3 targets. If it were 5 targets, that’d be 41.28%.
The gains:
Full Crits – 4.28% for FUA, 3% for Ult, 3.35% for Skill, 1.87% for BA.
Averaged Crits – 2.59% for FUA, 1.34% for Ult, 1.67% for SKill, 0.22% for BA
* Again, actual combat performance may vary. This is just a direct comparison of the damage dealt of her attacks between the 2 LCs.
